Not standard forsure! IF he is still leaking with the valves closed then i would agree with EB that the valves are not sealing properly.
Can you make a kit similar to the speed6 kit for a regular mazda 3? (1st gen) the bumper on my beater car. 2 latches for the headlight area.
I agree, finding a low mile/heathy motor for a platform that is a decade old is rare, i doubt the jdm motors for sale today are still coming...
pretty sure the valve springs would prevent that, without cams (and all springs still installed) all valves should be closed.
does the engine run? Any chance your compression tester is off?
Well I was more so thinking about the valves hitting the piston, which would account for the low compression #'s (assuming cylinders 2-4 pistons...
Go rent a pressure tester from Vatozone and see if you have an external leak, It will start seeping coolant out somewhere like your turbo or EGR...

shot in the dark but you should check the coil pack harness connector near your HPFP, make sure its all the way plugged in. [ATTACH]
