It ended up being a broken connection for the wires to the relay inside the under-hood fuse box. Prying open the fuse box you'll see the wires that run from the resistor are spliced together, that connection was corroded and fell apart. I tried swapping it out with the other relays in the fuse box that are good and no change so I think the relay itself is good. It just isn't getting power, I think I need to open the fuse box up but haven't seen anyone ever do that online anywhere.
