Sounds like something may be wrong with the CAN bus. I would need to connect directly to the car to troubleshoot. You need to probe all of the modules directly and see if you get a response. If nothing responds, there may be something wrong with the OBD-II port or a short in the CAN bus...

Are any of the other modules readable over the OBD-II port? With the dealer tools, you can reprogram a used ECU to your VIN and sync it with your immobilizer/ignition modules. They will say you need a new one because they want to sell you a new one and they don't want to mess with used parts.
