    Why not just have a used good block bored/decked and reuse the crank, rods, and pistons as-is and reinstall with some CS cams? That might be a nice compromise that could get you close to your original goal using off the shelf parts.

    Jam a coathanger up the hole to dislodge whatever is stuck in there once you find it. Also, replace your cabin air filter. It's probably not doing its job if that line got clogged.

    Did you already order the turbine housing? If not I would recommend a 0.82 over the 0.64. You will kill your top end with the 0.64 from what I've seen and the 0.82 shouldn't affect low end response all that much.
