Low Boost, TPS only going to 77%

So im having an issue that when im on a Specific tune my car wont go over 11.9 PSI. Tuner says to check for boost leak even tho on my OTS Cobb Stage 1 91OCT im hitting 15.6 PSi...

Biggest concern right now is when doing a WOT pull my Throttle posistion is hitting no where near 100%. Maxing out at 77% then falls off a little. Here is a pic of a graph from Virtual Dyno - https://i.imgur.com/LaCbCks.png

What are your mods and any recent repairs? It sounds to me like on one map your WGDC is different than the OTS map which is allowing you to hit higher boost pressures.

As for running rich it doesn't sound like the car is really dialed in yet. Most OTS maps run richer than normal as a safeguard. They also run less timing.

Compare the WGDC tables. Your tuner may just be running less pressure initially and slowly adding more over each revision. This is common. No one wants to throw out a map that runs 20+ psi off the top regardless of mods or engine condition. The margin for error is too high.
