New build. Ported heads, manifold, bnr s4. MAP Voltage issue

I have spent a good 4-5 hours now googling map sensor issues and not seeing anything related to my issue.

November I blew up my winter beater playing with a corvette in 5th gear. Moved all my goodies to the other car. Parts list:

3" downpipe
3" jbr trupath intake
CPE TMIC
bosch 3bar 845 sensor (5.444 add. )65.777 x 1) scale
BNR S4v3
autotech HPFP
ported heads, manifolds
forged pistons, rods, new bearings
xclutch street plus

Now the issue. KOEO I am seeing intake Manifold pressure 12.1 barometer is 14.7 or so. I assume those numbers should match. With the car idle i see around 5-6 absolute pressure. Sometimes the idle surges between 800 and 1200 rpm. While doing some malf cal logs i noticed some crazy manifold pressure / voltage. RPM 1900, load .3, 11% throttle. 46 psi absolute 4.34V. This is a brand new sensor, my other car was using factory map at 22psi. Going to try turning boost down and putting factory sensor in for now.

Bigger questions. Does VTCS delete, ported heads, or etc need to be tuned ? Ive never touched VE tables before. My winter beater had stock map, vtcs, non ported heads, manifolds.

KOEO you should be seeing 0 psi at the intake manifold since it's at atmospheric pressure without the engine running.
 
Ive been assuming a vacuum leak. Was going to test it, but been busy. I checked over all the connections and clamps. Did a few more logs and it worked fine today.

I am up to 341g/sec at 20psi. I miss E85, i dont like 93 oct timing tables. Dont have my wmi kit hooked up yet.
