P2006 code

I saw another post about this code and I saw the same broken piece after removing the intake manifold, my car has an aftermarket intake and it has the same broken piece and when I showed and explained the issue to my mechanic he told me that isn't the issue in my case but there is a vacuum line that is connected to the "actuator" (? I think that is the name of the part) and when he tested it with some tool he said it should work but he doesn't know where it leads to and he doesn't want to spend a lot of time on this without getting paid to search for whatever is happening in the engine bay.

this is a picture from another post with the same code and this is the part that is supposed to move using the air from the vacuum line as far as I know.

Location: California
Concern: Vacuum line leading to nowhere, causing CEL.
DTC's: P2006
Modifications: I don't know brands and stuff but it has a cold air intake, catback exhaust, and a BOV.
ECU/Tuning Software: IDK
Tuner: none?
Is the concern intermittent: No
Can you duplicate the concern: I guess?
Recent Repairs: None to my knowledge
Correction: Im looking for a correction.
 
The easy fix is replace the manifold I think. Sucks you are in California, can't go aftermarket and a tune.
 
Try moving the flappers bumy gabd to see if they are actually stuck
 
yeah i moved the flappers by hand and they moved how they should but he said without the vacuum line going into whatever its supposed to be going to the CEL wont turn off and ill have to smog it in a "different" way if yk what i mean.
 
If you have flappers you have a stock manifold. You will not get a cel as long as the actuator is plugged in it doesn't even have to be attached to the manifold as long as the plunger can move freely
