My sons speed 6 has broken it's timing chain and has caused some serious damage to the camshaft.

How to proceed? (rebuild vs new engine).

i serously doubt there is only damage to the camshaft, need to dig in to see how far the damage went before making an assesment

mileage? budget? goals?

1) 130,000
2) He's in college, limited budget, but will save for whatever work makes sense
3) It's his daily driver

If the bottom end is good you could slap on a used head and just keep running it. Really need to investigate to determine the extent of the damage

What is your dollar decision point?
New motor vs repair. Do work yourselves or mechanic shop.
If you are determined to do as cheap as possible?
Then first order is if valves have kissed pistons.
You can then determine costs better at that point.
