Fuse box removal

Got my built motor put in and the car won’t start. Had it towed to the dealer and they are telling me the fuse box in the engine bay is bad and needs replaced. They told me 20 hours of labor because they have to pull the dash and all the wiring harnesses. This cannot be right just to replace a fuse box. Can anyone confirm?
 
Looking at several grand in labor. What all is bad in the fuse box? Sounds like the harness is fucked.
 
So for fuse box replacement that sounds legit? They said a row of fuses don’t have power and they can’t get under it so it would be better to replace the fuse box. All the lights come on it just won’t crank and won’t communicate with Cobb access port or scan tools.
 
I dunno, sounds like they are just throwing parts at it. That quote is big $. Wonder if some rodents chewed wiring while it was down for the rebuild.
 
Unlikely it was in my finished shop with ac heat and I basically live out there. I just wanted confirmation if anyone has had to remove a fuse box. Why’ would you need to get under the dash.
 
Main harness and Fuse box are an integrated single unit. Dealers wont do much when it comes to cutting and splicing.
