SOLVED - SEE EDIT BELOW
Hey guys, I really don't know what else to try other than buying a new HPFP. I recently started driving my MS3 & previous owners have done a number of mods. One of those that I checked was the hpfp internals. It had Autotech but I still stripped the entire thing to clean it all & replace all the orings (followed CS guide to do everything properly & Enki's instructions to use Redline Si-1).
I went to start getting tuned & Justin noticed my there's an issue with fuel pressure. I replaced the prv & have put brand new auto tech internals in (unsure how old the last set was, thought it may be seizing). I also tried backing off the spill valve because I thought I may have over tightened. I have an old log on the access port from a few years ago when a previous owner was getting a dyno tune & the fuel pressure was going over 1800 at WOT. Not sure what could've happened since then as the engine was rebuilt & only has 10k km on the new engine.
Should I just get a new hpfp? Not liking the sound of that since I'm not sure how hard it will be to source in Aus & how expensive it will be T_T.

It was my fuel pressure sensor. Thought it was lpfp because fuel pressure was low with KOEO. Tapped into the fuel line into the hpfp & the fuel pressure was not actually low - can't be lpfp. So replaced the sensor & problem solved.

Car: 2008 Speed3; 3.5" intake, CS turbo back, AT internals, Reyes Wiretuck, AP v3, (Same tune for years), Damond PCV plate with dual CCs. 180 compression all cylinders, last checked 07/10/2020.
Issue: KOEO fuel pressure won't go above 36psi. HPFP pressure won't go above 1060psi after the car is running. AP reads 0 HPFP Sensor Voltage. Sometimes will pop code P0091. *Attached, see a log of idle with some revs.
