LOW FUEL PRESURE

Hello all!
Just wanted some opinions on my gen 2 ms3 tech pack. And as of recently I have noticed stuttering on wot pulls and then it would clear up. Also with an occasional code for fuel concerns but it would clear and stay off for quite a while. would drive it to work and back no problems. Then one day on my lunch break I decided to let'er eat a bit and it completely fell flat on its face. Limped the car back to my shop and couldn't see anything out of the norm. Checked codes and I had only gotten p0091. Also the HPFP actual pressure was at 90-100psi, while desired psi was at 400-430. Going through all data's pinpoint test and checked the circuits all the way back to the pcm with normal ohm readings of .0, verified no shorts or opens. checked some grounds. one had came loose but was able to fix but nothing changed. so decide to change out a spill valve from FB and nothing. Pulled my HPFP and put a known good one in with autotech internals and still nothing. Changed the PRV and the FRP and still reading 90-100psi. I even used a MM and read the PWM signal from the pcm to the spill valve and read about 21-21HZ. So today I pulled the HPFP off and checked to see if the cam lobe was damaged and it looks complete normal to me. Maybe a slight score on the bucket but nothing to cause HPFP performance issues. At this point I'm just lost lmao and need someone's expert advise. Another thing I will point out is that I'm also getting around 51. ohms on a body ground, assuming spec should be no more the .5 ohms.

Anyway sorry for the book, I just really need some advice. I'm kind of thinking my injectors are leaking and just dumping fuel into the cylinders at this point as it is running stupid RICH. But any help would be appreciated!!
 
Didn't get the ping for this. Maybe the fuel rail pressure sensor is going out, if everything else seems good?
 
I had changed with a known good one from another rail and the readings just constantly sit so low. Looked around on the other low fuel pressure forums on here and saw that someone had the same issue but it was related to the frp sensor connector being corroded? although I haven't tested the circuits for the frp sensor yet it all looked good when I took it off so I really didn't think much of it. I did also cross reference the frp sensor from a ford 2.0 that i was able to source through my work and the readings read even lower at like 40-50 psi. not sure if this is just cause it isn't the correct sensor.

I have some logs of it idling and some throttle blips if anyone would like to see?
 
Okay just wanted to update this forum Incase anyone has similar issues like I did. Traced some wires and found a slightly broken wire for the spill valve pwm signal. Repaired that and still nothing. So i decided to just overlay the wires to ensure it wasn’t wiring. And she’s cooked, I’ve done everything already and everything points to the pcm since my hpfp won’t even turn on unless supplied power and ground with a power probe.
