Can someone tell me what's going on with my Accessport?

Hey all. 2006 Mazdaspeed 6. I tend to drive it as a Winter beater in Michigan, but a friend of mine had his car take a dump, and needed something to get around with, so I loaned him my Mazdaspeed. It sits around without a battery in it until Winter, so I had some normal unboxing pains to deal with. This time, it was an alternator that stopped charging.

After getting a new alternator, I took it for a spin, and it felt notably muted. The car wouldn't go above 10 PSI. I figured that it was because it hadn't been running or had power applied to the vehicle for a prolonged period of time. I checked the current tune, and thinking that it could be an issue with the amount of time the vehicle had been off, I selected the same tune again and reprogrammed it. Took it out for a ride, and nothing. Still 10PSI.

The next day, I got into the vehicle to drive to my friend's place, and woooahhhohoho, this is more like I remember, but way worse. Boost is bouncing off fuel cut at 23.95 PSI. I can't use a single gear without hitting cut. Taking a look at wastegate duty, I am seeing it'll hit ~50%, but no higher. tried to re-flash again, but nothing I have done seems to change the behavior. I exercised the wastegate actuator rod to see if it was sticking, and it seems like it has a full unimpeded range of motion.

What gives? Why does the ECU seem to have a mind of its own, and why is it crushing these boost figures? 10PSI was a bit muted, but I seem to recall that when the tune was functioning properly, ~18PSI was what it was supposed to stay around. It there any way to know why it's behaving so oddly? I know for a fact that the tune wasn't designed to bounce off of boost cut. I haven't changed anything in the vehicle since last year, save installing a Corksport HPFP. Turns out it already had an Autotech HPFP installed in it, so probably not too much of a difference.

Why does the ECU have a mind of its own?
