P0403 error - egr valve position

I have got a cel with a p0403 error code

Forscan is saying valve position control circuit.

Short circuit to ground or battery.

This DTC may be caused by
Damage or worn vacuum hose
Egr valve assembly

So I have replaced the egr with a second hand OEM one with the same error, I have replaced it with a Chinese brand new one.

I have also tested the wires continuity to ground and the 4 wires black/orange, black/green, black/red and black/white and I got no ground continuity.

I'm running out of ideas of what might be the issue - I'm assuming the possible causes are generic as there is no vacuum hose or it - I have tested the vacuum line and that's all in spec too though.

So, after pulling the egr twice in 2 days, turns out this is an intermittent short, finally found which wire it was checked the wiring down half the wire and looks good, the other half is hard to check but the issue has gone for now, next step when it comes back to move different parts of the harness to identify the exact location
 
When I finally deleted the EGR, I got the P0403. It's what happens when disconnected from the EGR. P0401 for example, is what you get with it connected, but blocked off or clogged.
 
I'm not 100% sure but I seem to remember all of this coming about because I had a stuck position error, which I presume was the 0401, else I would of just checked the wiring over first time, but then after cleaning the egr up it still had an error and thats where the rabbit hole started
 
How did you find the issue with the short and what did you do to fix it? I'm having the same issue, cleaned my EGR valve and tube twice already and replaced with another and I'm still getting p0403.
