How does an undersized pulley keep things cooler?

RPM would equate to fluid flow, and flow would equate to cycle time (radiator -> engine -> radiator etc). So less flow means slower cycle times which should show up as higher temps exiting the engine.

What am I missing here?

Smaller pulley = more rpm when driven by a bigger pulley. So it actually increases flow which as long as the rad can shed the heat and the fluid can pickup the heat from the objects is certainly a good thing as it should keep the coolant cooler allowing for more thermal transfer from the engine to coolant
