Ever since I got this turbo (BNRS4) from a buddy and installed it, I've been getting boost creep all the way to 22 psi on spring pressure. The internal wastegate is opening, but not enough to vent the boost built. By swapping out a new one, I've already verified that the wastegate actuator isn't the issue. When I pressurize the line, the arm will open the wastegate, but it still isn't venting enough.
When I disconnect the actuator rod from the flapper arm, the flapper arm opens all the way seemingly without resistance or hitting anything. I verified that my EBCS is routed correctly. Also, if it was to fail, it would fail open to spring pressure.

Keep in mind, this is WGDC 0%
Is this expected with my high-flow exhaust and intake setup or should the IWG on the BNR be able to keep up?
