Easiest test at this point is to disconnect the hose going from the intake to the EBCS from the intake side, make sure there's nothing plugging that connection, then hook that side of the hose up to a compressed air source (max 30 psi) and with the line fed, put 12v to the EBCS and see if the WGA arm moves at all. Or, you know, you hear air flowing through the system.

Yes. I guess it was blowing through the ebcs through the turbo housing back into the intake until I gave it 12 vWell that don't sound right; if my understanding of how the stock EBCS works is right, it should just stop flowing air alltogether until you give it 12v.
